It would all be controlled by the Megasoft Corporation (bigger being better, for steampunk). There would be an intricate system of valves to direct the mail, and mirrors would allow messages to be sent to one's entire address book. Broadband could be achieved by having larger (or more) tubes; these would enter the building via portholes known as "windows". As more windows would mean more use of this internet, people would have to pay based on the number in use - hence the "window tax". (Some people brick up unnecessary windows to avoid being charged for internet capacity they don't use).
I have 2 hours; of bus journey every day. What *else* would I think about?
